Biographies

Honorable John Milton Younge The Honorable John Milton Younge, the Consortium's Chairman of the Board, is a native Philadelphian who was elected to a ten-year term on the Court of Common Pleas in 1995. Raised in the southwest section of the city, he is a product of the Philadelphia Public School system and a member of the 232nd graduating class of Central High School in 1973. Judge Younge earned a degree in Business Administration from Boston University in 1977. In 1981, he received his Juris Doctor Degree from the prestigious Howard University School of Law.
 
John F. White John F. White, Jr., President and Chief Executive Officer, has led the Consortium since December 2001. Mr. White has more than 30 years of managing change as former Secretary of the Department of Public Welfare for the Commonwealth of Pennsylvania, Executive Director of the Philadelphia Housing Authority and as a former member of Pennsylvania's House of Representatives and Philadelphia City Council. He provides vision and leadership to the Agency's effort.
